Suggested Hands Adjustments

Quints #2 has 768 combos... And for those of you who like to scroll suggested hands, that can be a problem!

Suggested hands is being upgraded to better handle the new card:

• Quints #2 will now only show for winds in your hand (if there are no winds in your hand, it will show an "Any W", for "Any Wind").
• The suggested hands algorithm better accounts for the difficulty of quints hands, so they will typically show up lower in suggested hands.

These changes should significantly reduce the amount of clutter in suggested hands, and increase the quality of the ranking system. Please remember that, as of now, suggested hands does NOT consider the discard pile or other players' hands when determining which hands to suggest.
